CCP DEW weapons, clearing the land of structures and making areas uninsurable, lowering the prices and opening the way for their rail links along the west coast.

Yep, saw a map of proposed rail routes with a map of the fire areas super-imposed over it. It makes perfect sense.They set the fires , run down the value of the property, then buy it up for pennies.
