Funny thing is, military don't usually allow stuff to be put on helmets, uniforms etc that isn't specifically approved, usually there are minor exceptions(blind eye) for pilots and spec-ops types, this guy is neither of those things so that Q isn't something he just risked that he would get away with........

No real way to know, could just be a prevailing attitude that is allowed expressed(would be good for moral as well), pointless to theorize as there won't be anything conclusive about such details until after.
