Mike Pedo Pence could be a former black hat now controlled by the white hats. After all, if his history is compromised (which it is), it's easy for the white hats to make a deal with him to cooperate so that Pence can, maybe, get 30 years in jail instead of a death sentence.

This has been my theory. For the plan to work they had to have neutralized Pence some how.
