Due respect, and conceding there is indeed a lot of Deep State f-ery and Herr Fauci is neck deep in it...

BUT, this type of digital artifact (referring to the black margin of pixels at Dr. Doom's neckline) MAY be consistent with the use of the chromakey effect.

From a lab assignment at USC (apparently from some type of Computer Science class where image processing was studied)

The primary task in performing the chroma key operation is to determine which pixels of the image should be classified as the chroma key(green). Part of the problem is that shadows and other artifacts may make the background pixels significantly lighter or darker shades of the key color, especially the closer they are to the foreground image.

Yeah this is definitely the chromakey artifact that is seen when you produce videos. I'm pretty sure if they were to make a mask it would not be noticeable by the naked eye and would most likely cover all the way down the front of the chest lol.
