How do we know that the hidden message isn't actually "party culture problem", or "party cancel problem", or "party like that", or "Freedom is a serious problem" (or probably a half dozen other possible hidden messages)? Doesn't Occam's Razer suggest that this is just a stupid tweet?

Occam's Razer suggests it's either a stupid Tweet or a coded message (and the stupid Tweet excuse creates plausible deniability if it is indeed a coded message).
