There was massive flooding at the time and the dam had some structural problems, but they were over-inflated by the media.
There were some photo-shopped images of the dam that were passed around at the time, but of course they were faked to make it look like the dam had shifted badly. Actual shift was a fraction of an inch, which is still a lot.
The 3 Gorges Dam is stable now. It won't be going anywhere any time soon.
One thing I will point out is that, despite my dislike for Chinese engineering or construction... the Chinese have emerged as the biggest, most prolific builders of hydro-electric dams in the world. They have that skill down.
I saw on Qfrogman5326 TG that BTC Bitcoin computer mining operations are below the 3 Gorge Dam. CCP uses iilegal BTC for all things nasty. Not saying it's true but worth checking out.
I watched the video in the article and evidently American engineers were called to evaluate the strength of the building materials in 1998, 4 years after the start of the building of the dam. The American engineers said that the steel was not of high enough quality and the Chinese got upset about it saying that it was racial discrimination.
