R&D is research and development. I know that because I watch Boss Baby with my 2 year old every single day.
Los Alamos has a $3B budget, almost 13,000 employees, and almost 2,000 students. It is not small.
It always has several hundred positions open at any given time.

LANL is expanding into Santa Fe. The facility on the Hill sent as many people home as possible a year ago and are still doing it. They have nothing to do with finance and Q level clearance refers to atomic energy matters, was around before "quantum" was a buzzword.
LANL is a leader in the field of quantum computing. Simulating a nuclear explosion is as complex as weather modeling. It is not odd that they would be hiring scientists with experience in that discipline. Almost anyone working at LANL would be required to have a DOE Q (top secret) clearance.
