The most important thing to look at with a Special Counsel is the letter detailing the boundaries of what they can investigate and the boundaries on their ability to act on their findings. Point (b) in the letter sets the boundaries of who/what Durham can investigate which is anyone/anything using intel or law enforcement activities To interfere with President Trump’s 2016 campaign or his Administration. The media focuses on Crossfire Hurricane, but it is not a limitation. This is a very broad scope.
Point (c) authorizes Durham to decide what should and should not be prosecuted. He has the authority to prosecute federal crimes with no need to seek additional permission.
Point (f) directs Durham to write his report in a way that it can be easily disseminated to the public. So it undercuts excuses for endless delays.
This scope gives Durham the ability to be an important part of the plan, but will he use it? Durham, for a man who turns 71 on March 16th, is a bit of an enigma. I dont remember about the CoC. It may have had something to do with the 3 letter agencies having to report to them. I do remember him filing the Fed under the US Treasury at one point.
The chain of command stuff falls under something called Continuation of Government protocols, also called COG1, and COG2. I haven't researched it much, but if youre curious about it, those are the words and terms to search for.
