The most important thing to look at with a Special Counsel is the letter detailing the boundaries of what they can investigate and the boundaries on their ability to act on their findings. So, is Durham the powerless Special Counsel who needs clearance from the Biden DOJ to act, as the MSM suggests?
First off finding a copy of this scope letter was not easy, almost as if the search engines don’t want it to be found. Likewise most articles don’t tell the full truth about Durham’s scope. Not surprising.

Point (b) in the letter sets the boundaries of who/what Durham can investigate which is anyone/anything using intel or law enforcement activities To interfere with President Trump’s 2016 campaign or his Administration. The media focuses on Crossfire Hurricane, but it is not a limitation. This is a very broad scope.
Point (c) authorizes Durham to decide what should and should not be prosecuted. He has the authority to prosecute federal crimes with no need to seek additional permission.
Point (f) directs Durham to write his report in a way that it can be easily disseminated to the public. So it undercuts excuses for endless delays.
This scope gives Durham the ability to be an important part of the plan, but will he use it? Durham, for a man who turns 71 on March 16th, is a bit of an enigma. Think .about it, how many pictures have you seen of him? But Q seems to place a lot of importance on Durham, hopefully this isn’t disinformation and Durham delivers.

One other point I would add is to remember that the declassification by DJT was specifically for Durham and his investigations..... by declassifying not just once but twice DJT has given Durham the ability to go through all classified information himself or by his investigators..... by doing so, the current IC personnel can’t stop Durham seeing that intel or demand he or his investigators apply for security authorisation....
And if they do then we have agencies (who we know are part of the plan) that will allow him access legally.... because of DJT declassification orders.....
Declas was never about releasing the information publicly.... as so many seem to think and or expect...... because to do so would negate that information as evidence....!

I agree but the devil's advocate part of me wants to say that since Q mentioned him so much, he's a distraction ... but if he is, then we don't have much left unless it has all been passed to the military and all the balls are in their court now.

My guess- Q was counting on Durham to initiate the next phase of the plan to stop the marxist takeover. But Durham is a traitor, like the majority of republicans in Washington DC.
Q realized Durham was a traitor too late, posted one word drop "Durham" to alert us Q people, then dropped a pic of a flag, and a 'rah-rah,' music video, then had to go into hiding.
Durham was supposed to be our guy, but he's a traitor, and even Q was unaware of it. He fucked Trump, and the plan straight in the asshole, stepped aside for Joe to appoint a new federal prosecutor to take his place, and is busily covering up, stalling, and burying decades worth of evidence that was supposed to end the swamp- the swamp he is part of.
Sorry if that comes off sounding like a nasty black-pill. But we are not giving up our fight for justice, and we need to accept the harsh reality that our fight is going to be a lot harder than many of us were expecting. I am speculating on much of what I posted. However Durham did resign his federal attorney position a couple weeks ago (but IS still in charge of the special council investigation; various news sources) and as of a couple days ago FOX reported that Durhams investigation will be completed in 4-6 weeks. Sorry, I don't have those links on hand.

I dont remember about the CoC. It may have had something to do with the 3 letter agencies having to report to them. I do remember him filing the Fed under the US Treasury at one point.
The chain of command stuff falls under something called Continuation of Government protocols, also called COG1, and COG2. I haven't researched it much, but if youre curious about it, those are the words and terms to search for.
