This is problematic. It's hard to tell what targets are civilian or military, or what civilian targets might be masking for Civilian. It's further harder to say what drone strikes are even remotely necessary and what are not.

Just because the ability to use strikes is broadened doesn't necessarily result in more strikes. And just because more strikes happened doesn't mean more civilians were killed.
