Tell how a civil suit means a person is indicted.

Second: this is an appeal to a ruling that he petitioner has no standing.

So, if the decision would be on appeal he has standing, then things may become more interesting.

I have been not able to read the contents of his arguments, but I am going with the redux written by the court.
