That's state by state, but in most places if the engine is under a certain CC then you don't need a license. So go-carts and mopeds can be driven without a license. The problem is they aren't allowed on major highways and certainly not on limited access freeways. They really don't make it easy to get around not having a license on purpose. Its a way to control you by design.
