As is, I'd guess the moderators pony up the bill.

On one of the other ".win" sites, the head moderator asked for donations to help cover the cost of running the site (he wasn't sure how much it'd be, because he had just started that branch of ".win" shortly before that post, at least from what I could gather anyways).
