HIPAA only applies to healthcare providers. The restaurant is allowed to do something like this, but if they want to go broke I say let them.

I don’t think so. My sister has worked at a friends restaurant for years and she would get mad because people who’s animals were obviously not service, they were not allowed to ask for any proof because of HIPPA

That's not because of HIPAA, its because of ADA (Americans with Disabilities Act).
