A dog that either was abandoned or ran away from its owner.
I'd suggest that it would mean controlled figures are no longer controlled. Or someone is off their leash, pun intended
For dog comm analysis, I first go to IPOT76, he's gone deep into connections and timing of the cryptic apparently random tweets from key deep state figures that hadn't done anything about dogs before.
