"President Donald Trump has expressed anti-vaccine views since 2007, when he told a reporter that he believes vaccines can cause autism in young children."

It depends upon trace amounts like Mercury and Aluminum.
Mercury limit in drinking waters according to EPA is 2 parts per billion which is a tiny number. So, anything higher than that and it can cause harm to children if it is in a higher concentration in a vaccine for example.
