True, and the fact that he didn't place the wreath on the Tomb of the Unknown Soldier struck me as well - it was already placed and he just put his hands on it. When Trump was elected in 2016, the ceremony was held in 2017 the day before his inauguration, look it up:

Trump was saluted by active and veteran servicepeople
Trump placed the wreath, not just touched it
The salute that day and each year thereafter was the familiar 21-gun protocol

And he hadn't even been inaugurated yet!
