The DS routinely character assassinates good people to confuse everyone, especially to send those trying to find the truth down the wrong path wasting time and resources, while simultaneously having the good guys destroy an obstacle in their way. Just reflect on what they did to Gen. Flynn - this is one of the DS primary game plans when bribery and blackmail fail.
