While it may be possible to clone a human given our level of technology, it would still need to grow at a normal pace (meaning nobody over the age of 25 could possibly have a clone, because that is the first date the tech could have been available, and the cloning process would need to have been started as an infant), and there is absolutely no way to clone the neurological synapses that make up the brain. Those are formed by specific experiences throughout life, not by DNA, so cloning doesn't apply.
Of course, a significantly advanced alien culture may have a technology for all of this, but you are really going into the very deep end of the conspiracy pool with that. You'll need to buy into a lot more than just cloning if you want to go down that rabbit hole.
