Since when are potentially deadly tests for anything done against children?

Can a 6 month old articulate the horrible pain or disorientation they might be feeling after this? The whole point of testing things is that you are trying to spare the most vulnerable from risk, not throw them to the vagaries of whatever chemical cocktail you have cooked up!
