The new AF1 is not scheduled to roll out until 2024 - that is if all goes according to plan. So, who knows who will be the first to ride in the new digs.
key word, scheduled. That is with a full schedule, working with other clients. This could have been done in a year if it was their sole purpose. It is my understanding that not a lot is changing out than paint scheme, additional top floor space, and a slightly increased flight distance. I do not see it being a significant issue getting one finished way ahead of schedule. Covid really slowed down a ton of manufactures contracts with the outside world DoD is probably some of the only major money rolling around atm.
