No, it is from a continuity of government bill that congress actually approved. Maybe someone with a better memory will tell us which one it was.

I know what you're talking about as it has been reported on here for months! I just can't think of the EO but it never said trump retains power over the military. But if your talking about the freejack, zodiac military plan. The military is in charge not trump.
