The sexual exploitation of boys is very common in juvenile detention facilities. In many places, it's an open secret. Those who aren't directly involved, look the other way. To them it is a big joke. Those that don't condone the activity keep their mouths shut. Some places, cops are involved. There are cases where guards take boys out of the center to homes where they are molested by friends of the guard. Many consider it just a consequence of being a bad boy. The boys dare not say anything. Many wouldn't if they could out if shame.
