Sounds just like the white farmers getting kicked out (or worse) in Africa.

Farmers provide food for the community.
White man bad. Remove or kill farmers.
Locals don’t know how to farm. Start to starve.
Local government begs white farmers to return.
RINSE AND REPEAT
