In a nutshell (and someone else may expand on this or give you a better answer) -- Big Pharma lobbied to be excused from liability for damages from their vaccines. That was in the 1980s and their petitions were successful. So now the taxpayers pay for damages done by big pharma's vaccines and they do it via the vaccine court. Injured parties may go to the court for redress. Many millions have been paid out.
