Aside from him being an obvious racist [in the real sense of the word, not the woke version] I'd say it might have something to with the possibility that if relations/trade/manufacturing/tourism etc were to improve with those neighbouring countries to the USA..... CHUUUUHYYNA would be pissed. It's all lost revenue and fucked agreements to them otherwise.
