Yes I understand there will always be sin. My point about these massage parlors, is they are very obvious and sitting in strip malls. They are not even hidden. Being so open it would be very easy to shut each and every one of them down.

No, that wouldnt end prostitutiion, but it would make it more difficult on the traffickers. It may even lower the number of people seeking them.

Yes there are drug users, but there are not blatantly obvious store fronts for these drugs in strip malls. If head shops sold heroin they would be shut down.
