This from what I can see looks to be the work of possible shills or an elaborate prankster based upon the revision history of his Wikipedia article. The cheeky username seems to be a bit on the nose.
Please exercise caution and discernment amongst people who are promoting this idea without further information to substantiate it at this time.
Actually it does, the Google API scrapes Wikipedia, Instagram, Facebook, and a few other sites. It's the reason why if you type in something which has a source article you get the panel on the right with a summary of the person.
If you type in something where no possible article can be scraped. You are just given results without the right panel.

Yes and various other sites. Hence why you get that right panel that appears when there is a hit. Otherwise you get generic search results.
