They have two engines. One acts as an auxiliary power unit. They fire up the rotors and second engine after everyone is on board. It’s a safety thing so no one takes a spinning rotor to the head.
The helicopter is at ground idle, ie the engine is running but the rotors are not engaged. It's standard practice when picking up VIP's etc as you don't want them waiting whilst you do your engine start up checks.

They might have just left “Air Force 1”
