I have not looked into it in depth, but based on what I've seen and heard, and putting 2+2 together, I suspect that somebody in the federal government is ultimately behind the corruption of police work.
Just like the schools in every state are tainted by the federal government's money, making the states agree to run their schools according to fed mandates (unconstitutional, but they all go along with it), it is extremely likely that DHS or some other agency has been issuing mandates in training in return for their "free" military grade weapons they hand out like candy.
If you can corrupt the training at the police academies, you can corrupt the law enforcement departments in the entire country.
There are some good cops, and even good chiefs, who buck the system, but they are far too few.
