This sounds like it's a plan to tear apart the US. What the confederates were unable to do, Xiden is trying.

I think there are states that will not stand for this and, if they have the courage to do it, will fight back. Step 1 would be to sue and prevent enforcement of these laws in their territories.

I hope I'm wrong, but this looks like it could trigger the start of a civil war in the US. And Xiden seems to be doing it on purpose. Maybe that's been the plan all along.
