The way this reads reminds me of a computer. I've heard the theory that Q is a quantum computer. Not sure what I think of that, but why does he leave some brackets blank? What kind of person does that? A program maybe, but not a person.

Might have been done on purpose. Maybe the blank spaces are things that aren't declassified yet?
