When it comes to forms of war, rules and laws tend to not work the same way. For us normal people, this could be compared to if you saw a guy beat up and kill an old person and you could have done something but just watched.

If a terrorist group invades a city of 100,000 people, you can have marines search and kill until they find them all or you can drop a nuke and take out the entire city and guarantee the terrorists are dead but in the process causing far more deaths, same concept for how things are happening now.
