I view them as an adversarial nation. I wouldn't call them an enemy but they sure aren't a friend either. They are also still an adversary, and sometimes enemy, to eastern Europe and we shouldn't abandon our allies. They restarted their imperialism against their neighbors after their last empire was dissolved, they have invaded an annexed a number of them after the dissolution of the Soviet Union. And I am confident that at least one of the Baltics would be lost again as well if they weren't in NATO.
