Looks to me like a dude with schizophrenia spinning a tree falling in the woods into a grand government conspiracy. That tree looks like it was leaning out into the canyon, and eventually it grew beyond its roots abilities to anchor itself. Sorry but living in an unchecked echo chamber is a great way to lose your grip on reality.

I've seen snow come down at 45F and rain come down at 25F. The precipitation type is determined by the temperature at the cloud layer, not at ground level.
