That's what happened in Italy. They didn't want to let the restaurants open. The restaurants opened anyways and if any enforcement officers showed up, the patrons would heckle them and kick them out. Then the government changed their mind and said the restaurants are allowed to open, as if it was up to them.
The people have way more power than they think. The government would rather you not know this. Without the people's consent, at least to a certain extent and regardless of fraudulent elections, the government can do very little. When enough people start believing Xiden is illegitimate and become willing to act on it (even peacefully, no force required), there will be no more Xiden.
