Regardless of the video and the debate on this thread, SpaceX has not commented on the speculation that this is a Falcon stage ll. All of the Falcons that have been launched and all of the Falcon ll stages that remain in orbit and this one comes back? Maybe but, I need more than what's currently being bandied about to be convinced.
It only appears to be rising, because it isn't falling that fast, and it's moving away from the observer.

No it isnt I saw a personal phone video of it and it was coming across the sky then down.

It could have been either Space Force, or more likely, the Chinese taking out some US satellites.
