It was a gradual process. That way, people wouldn't take notice like they might if it happened all of a sudden. Granted, both FBI and CIA weren't great even dating back to the Kennedy assassination, so maybe we've just started paying more attention to them.

It's probably safe to say they were bad before him, worse after.
