IRS has a provision for a "private ruling." That's what Amazon did.

They submitted their tax plan to the IRS BEFORE they did it, got an agreement that it was legal, and THEN did it.

100% legal, regardless whether anyone likes it or not.

Same with all the big companies. You think they just leave it to chance? LOL.
