When sent through a substitution cipher, yes. But the thing about such substitutions is that potential “solves” can be cherry-picked by whoever receives the message. They’d have to send the substitution to the intended recipient beforehand. The rest of us have no idea what it really is. The only restrictions here are: 9 letter word, repeat in letters 6 and 7, with letter 3 appearing again out front alone. And that still leaves a lot of options, many of which are more plausible imo than “q acquitted”. Is Q under fire in the legal system or something?
I think it’s more likely to be a keyboard-based code because of the prevalence of semicolons, which are just ignored in the substitution.
