I mean she doesn’t even have a good conduct ribbon on her ribbon stack. So I’m assuming it wasn’t quite on merit as when you get that high up in the military it is all politics.

Good Conduct ribbons are a dime a dozen.
They are among the first which get removed when other ribbons are given.
Notice the pocket below them and the wing above the ribbons. Little room for more to be added.

You have to read the whole rack to see she has a stellar career in the Navy-I was in the Navy 63-66 and served under a MoH Captain but the 2nd Class BM who survived the Bataan Death March elicited more respect with his POW ribbon.
That’s typically how you see accomplishments in the military so yeah I’m gonna look. Yeah I served under someone who had a silver star and I gave the most respect to him over anybody. Honestly this day in age there is a lot of ribbons and citations given over meaningless things. Have a pleasant day!
