I thought of it. Its been ages I been in a college so dont know how it works now, but I would think that their subnets are allocated amongst a whole lot of departments, and each student will be able to switch around in one small area depending on which department / facility they are in.
Also, I wonder if these days they deploy NAT or do they have the luxury of allocating an IP for each machine ?
Could be colleges with big IT infrastructure?

Not sure but I'm pretty sure the big state colleges likely have a lot of direct addresses. I don't work in college IT, just remember that from before.
