China was making almost all the masks at one time. Even California bought a billion dollars worth (supposedly). Montreal and Quebec bought them for their low cost but didn't check them out. Many workers, children's day care and schools had them.

But we also know that many politicians and companies do business with China. So China tries to kill us with virus and masks.
