This is learned helplessness. It is a type of mind control and psychological abuse. We have an authority figure that says one thing then says another. They say don't do this, then to do it. Then to not do it. They create fear of a thing then say to do one thing to be safe. Then they say that one thing won't keep you safe. They then say do another thing to be safe, then say that other thing isn't safe.

Eventually the victim breaks mentally and they just become a numbed robot zombie with no hope of ever being safe again, clinging onto the next word from their abuser, hoping to some day hear they will be able to be safe.
