They said nothing was leaking, and then in the next statement say they are worried about the wind carrying the compound away. Why worry about wind in an enclosed container if it isn't leaking.

I know that if your hauling hazmat/radioactive material and get in a wreck you are under law have to report it and treat it like a spill and warn people, call the authorities and all kinds of stuff so it could just mearly be a accident
