That's pretty fucked, if true.

Sounds like a nice way to funnel money to where ever you want, no questions asked. Doesn't sound like it would be going anywhere legitimate, provided the manner in which it is hidden.

Where do we look to confirm this? Haven't dug into bills before, not seeing it here:
