Actulalt the dude is right.

I too am in Connecticut.

And while I acknowledge that Hartford County most certainly exists, unlike other states like Florida, there is no county government. Tax foundation is 100% correct. There is no Hartford county government to send the money to - General Statutes recognizes municipalities only.

So my guess is the municipality of the City of Hartford will be the ones to be sure hat money gets to the right place.
