This is not entirely true. In 2011 there was an official report that said they believed adverse vaccine events were underreported by that amount. However, that was in 2011. They may have improved it through policies we don't know about. There may be unseen forces pushing for more honest reporting (Patriot related behind the scenes).
I personally do not think there have been 500,000 deaths and 20,000,000 serious adverse reactions in Europe out of the 90M or so vaccinations there (the extrapolation from "only reporting 1%"). It could be that they are still underreported by a factor of 2, maybe even a factor of 5, but there is no way its a factor of 100. That would be just too hard to hide (I think).
