I tried TinEye, Google and Yandex reverse image search on the cropped image - no luck.

The standing man seems to have a tool in his hand - could be simply writing, or could be charting or designing (seems like his hand is open too wide for just a pen).

Could be translation or drafting work on an important document (which would mirror Trump’s action).
