Denver was to be the seat of the NWO's capitol, was always intended as a official government backup location so they started to move in their people and getting their fingers into the infrastructure along with the military setting up the infrastructure.

Still gonna be the new capitol but not theirs(look into military operations and weird occurrences in and around Denver in the last 5 years(clearing them out)) so the ones that set themselves up for a sweet location at what they assumed would be the DS seat of power are abandoning ship and cutting their losses....
